Payroll mistakes surface fast in Dubai.

Payroll services in Dubai cover the monthly work of paying staff correctly: calculating salaries, preparing the Wage Protection System (WPS) file and issuing payslips. Some providers stop there. Others add leave settlements, gratuity and payroll accounting.

This guide explains what is included, who sells it, how mainland, free zone and DIFC employers differ, and what it costs in AED. FindCPA is a directory, so the advice here is neutral.

What Are Payroll Services in Dubai?

Payroll is more than a salary transfer.

Payroll services in Dubai are paid services that run an employer's monthly salary cycle: collecting attendance and pay changes, calculating net pay and deductions, preparing the WPS salary file, issuing payslips and posting the payroll journal. You stay the legal employer and answer to the Ministry of Human Resources and Emiratisation (MOHRE).

The UAE has no personal income tax on salaries, so payroll looks simple. The risk sits elsewhere. WPS lets MOHRE see whether wages were paid, on time and in the contracted amount. Leave pay, deductions and end-of-service gratuity follow the Labour Law, Federal Decree-Law No. 33 of 2021. Small errors repeat every month until someone spots them.

Dubai employers usually buy help in one of three ways:

  • Run it for me. The provider processes every pay cycle and you approve it.
  • Check my work. Your team enters the data and the provider reviews it and files.
  • Give me the tools. You buy payroll software and run it yourself.

If your main question is whether to hand payroll over at all, read our payroll outsourcing guide. This page covers the services on offer in Dubai and how to buy them.

What Do Dubai Payroll Services Include?

Scope decides your price.

Most Dubai payroll services include a monthly pay run, a WPS salary file, payslips and a payroll summary for approval. Extras such as final settlements, gratuity calculations, unemployment-insurance tracking, salary certificates and payroll journals are often priced separately. Visa and labour-card work is a different service. Always ask for the task list in writing.

Use this table to compare quotes line by line.

Service What it means Usually
Monthly pay run Gross-to-net calculation with overtime, allowances and deductions Core
WPS salary file The file your bank or exchange house uses to pay staff Core
Payslips One for each employee, each month Core
Payroll summary A report showing what changed since last month, for your approval Core
Payroll journal Entries posted to your books and reconciled to the bank Core or add-on
Leave and final settlements Leave pay, notice pay and gratuity when someone leaves Often an add-on
Gratuity accrual A monthly provision for end-of-service benefits Often an add-on
Insurance and pension filings Tracking of unemployment insurance; pension filings for UAE nationals Varies
Salary certificates and bank letters Letters staff need for loans, leases and visas Add-on
Visa, Emirates ID and labour card Government transactions Separate service

Two lines deserve a closer look.

Gratuity. It is generally calculated on basic pay, so the split between basic salary and allowances matters. Ask any provider how it records that split. For the accounting side, see our guide to pension and end-of-service accounting.

Government transactions. Visa, Emirates ID and labour-card renewals are not payroll. Most companies buy them as PRO services. A payroll quote that says "full HR support" may or may not cover them, so ask.

For the journal entries behind each run, read payroll accounting and WPS compliance.

Who Provides Payroll Services in Dubai?

Five kinds of firm sell payroll.

Dubai payroll is sold by five kinds of provider: accounting and bookkeeping firms, specialist payroll bureaus, HR and PRO consultancies, cloud payroll software vendors, and banks or exchange houses that only process the WPS payment. Each fits a different need. Match the provider type to how much of the work you want to keep.

Provider type What you get Best for Watch for
Accounting or bookkeeping firm Payroll bundled with books, VAT and corporate tax Owner-run SMEs that want one contact Ask who reviews the run and whether payroll is a side task
Specialist payroll bureau Payroll only, with deeper handling of complex pay Shift-based or fast-growing teams Your books sit elsewhere, so agree how the journal reaches your accountant
HR or PRO consultancy Payroll next to visas, contracts and HR admin Firms that hire often and need visa work Payroll depth varies, so ask for a sample payslip
Cloud payroll software A platform you operate, sometimes with a service layer Teams with a trained HR person You carry the errors, so test the WPS file with your bank
Bank or exchange house Pays the salary file you give it Every employer, at the payment step It does not calculate pay or check the file's content

Banks and exchange houses appear on many "payroll provider" lists, but they only move the money. Someone still has to prepare a correct file.

An accounting firm often makes the most sense for a small company, because payroll feeds straight into the books. To compare listed firms, browse bookkeepers in Dubai or the bookkeeping hub.

How Do Payroll Rules Differ for Mainland, Free Zone and DIFC Companies in Dubai?

Your licence changes the rules.

Mainland Dubai companies register staff with MOHRE and pay salaries through WPS. Free zone companies follow their free zone authority, and some apply WPS or an equivalent. DIFC employers follow DIFC Employment Law and contribute to the DEWS savings plan instead of accruing gratuity. Confirm your entity's rules before you brief a provider.

Setup Who sets employment rules Salary payment End-of-service
Mainland (Dubai licence) MOHRE and the Labour Law, Federal Decree-Law No. 33 of 2021 WPS through an approved bank or exchange house Gratuity under the Labour Law
Free zone (DMCC, JAFZA, DAFZA and others) The free zone authority, plus federal law where it applies Depends on the zone and on whether staff hold MOHRE work permits Confirm with your authority
DIFC DIFC Employment Law, DIFC Law No. 2 of 2019 Follows DIFC rules and your bank's process Monthly DEWS contributions

A provider that has only run mainland payroll can miss free zone or DIFC steps. Ask which of the three setups it handles today, and ask for a reference in your own.

Groups with more than one entity need extra care. A mainland company and a free zone company under one owner can run under different rules, different banks and different calendars. Agree one payroll calendar in writing and confirm the provider can run each entity separately.

For background on each setup, read our guides to free zone accounting requirements and DMCC vs JAFZA vs DIFC. To confirm current mainland rules, check the MOHRE website.

How Much Do Payroll Services Cost in Dubai?

Price follows headcount and scope.

Payroll-only services in Dubai typically cost AED 30-120 per employee per month, often with a monthly minimum of AED 300-1,000 for small teams. Payroll bundled into a bookkeeping package usually costs more overall because it includes the books. These are indicative market bands, not quotes. Collect two or three written quotes.

Here is what that looks like in practice. A team of 10 at those per-employee bands works out to AED 300-1,200 a month before any minimum or add-ons. That is arithmetic on an indicative range, not a market survey.

Six things move a quote:

Factor Why it changes the price
Headcount and turnover Each joiner and leaver adds checks and off-cycle work
Pay complexity Commission, overtime, shift pay and allowances need extra review
Number of entities A mainland and a free zone company are two payrolls
Add-ons Final settlements, letters and gratuity schedules cost extra
Data quality Late or messy inputs add review time
Service level A named contact, same-day queries and Arabic support raise the fee

Ask about one-off charges before you sign: setup, employee data migration and catch-up runs for months already missed. Get all three in writing.

The lowest quote is rarely the lowest cost. A cheap base fee often leaves out leavers, letters and corrections, and those show up as extra invoices later. See how price tiers compare in our guide to cheapest accounting services in Dubai.

What Should You Send a Payroll Provider Each Month?

Late data causes late salaries.

Send your provider the month's joiners, leavers, unpaid leave, overtime, allowances, deductions and salary changes by an agreed cut-off date. The provider calculates the run and returns a summary. You approve it in writing, fund the salary account and release the payment before the pay date. Late inputs are a common cause of late pay.

A workable monthly calendar looks like this:

Stage Timing Owner
Inputs sent By the cut-off, a few working days before the pay date You
Draft calculation and queries Straight after the cut-off Provider
Summary approved On the date agreed in writing You
Salary account funded Before the pay date, allowing for your bank's cut-off time You
WPS file submitted On the agreed date You or the provider, as the contract states
Payslips issued After payment Provider
Payroll journal posted In the monthly close Provider or your accountant

Setup needs a one-off data pack. Collect these before the first run:

  • Each employee's name exactly as it appears on the Emirates ID.
  • Contract and labour-card details, where they apply.
  • Bank account details for every employee.
  • The salary breakdown: basic pay, housing, transport and other allowances.
  • Joining dates, leave balances and gratuity start dates.
  • Your trade licence and MOHRE establishment details.

Watch the calendar around weekends and public holidays such as Eid. Banks process files on working days, so fund and release a day early when the pay date falls just before a break. For where payroll sits in your close, see the monthly closing checklist.

How Do You Choose a Payroll Provider in Dubai?

Ask about the file, not the software.

Choose a Dubai payroll provider by testing five things: which banks and exchange houses it prepares WPS files for, which jurisdictions it covers, who reviews each run, how it protects staff data, and who pays when it makes an error. Ask for a sample payslip, a sample approval report and two client references from firms your size.

Test Good sign Red flag
WPS files Names your bank and shows a sample file Calls WPS "the bank's job"
Jurisdictions Has run payroll for mainland, your free zone or DIFC Has never seen your zone's rules
Review A second person checks each run before you see it One person prepares and approves alone
Errors Written fix times and a clear owner for penalties it causes Liability excluded entirely
Data Named storage location and role-based access Payroll sent over personal email or chat apps
Support A named contact, Arabic and English cover, response times in writing A shared inbox with no commitments
Exit A notice period and records returned in a usable format No exit terms

Payroll files hold salaries, bank details and identity numbers. Most UAE companies fall under the federal Personal Data Protection Law, Federal Decree-Law No. 45 of 2021. DIFC and ADGM have their own data protection rules. Ask which regime applies to your entity, and put storage, access and breach notice terms in the contract.

What Payroll Mistakes Do Dubai Employers Make?

WPS makes payroll errors visible.

The mistakes that hurt most in Dubai are late salary release, pay that differs from the contract, undocumented deductions, missed final settlements and unmanaged insurance or pension duties. WPS records payments, so MOHRE can see late or short pay. A provider prepares the file, but the penalty lands on your company.

Mistake What goes wrong Fix
Releasing pay on the due date with no buffer Bank cut-offs, weekends or holidays push it late Fund and release a working day early
Paying an amount that differs from the contract WPS compares payments with registered terms Update the contract record before you change pay
Deductions with no paper trail Deductions must be lawful and supported Keep the written basis for every deduction
Forgetting leavers Leave pay and gratuity go unpaid Tell the provider on the day someone resigns
Missing insurance or pension duties Most private-sector staff need ILOE cover, and UAE nationals need pension filings with the GPSSA Agree in writing who tracks enrolment
Names that differ from the Emirates ID The bank rejects the file Use names exactly as printed on the ID

Salary costs also feed your corporate tax return, so keep payroll records with your accounts. The Federal Tax Authority publishes the corporate tax record-keeping rules, and our document retention guide lists the retention periods.

Should You Use a Payroll Service or Run Payroll Yourself?

Time and risk decide this.

Use a payroll service when payroll takes owner time, headcount changes often, you run more than one entity, or nobody in-house knows WPS and gratuity rules. Run it yourself when a trained HR or finance person owns the process and pay is simple. A hybrid works well: you enter changes, the provider checks and files.

Ask yourself three questions:

  1. Cover. Who runs payroll if the person who normally does it is away on pay week?
  2. Explanation. Can you explain every line of last month's run to an employee who queries it?
  3. Balances. When did you last check gratuity and leave balances against contracts?

If any answer is weak, buy help. If all three are solid, software may be enough. Compare tools in our accounting software guide, and see the cost logic in in-house vs outsourced bookkeeping.

Frequently Asked Questions

Is WPS compulsory for every company in Dubai?

Mainland companies registered with MOHRE must pay salaries through WPS. Free zone and DIFC employers follow their own authority's rules, and some apply WPS or an equivalent. Confirm your position with your free zone authority or DIFC before you brief a provider.

Can payroll software replace a payroll service in Dubai?

Software calculates and produces files, but you still enter data, check results and answer staff queries. Choose software if an HR person owns payroll. Choose a service if you want someone else to run and review the cycle. Confirm the software produces a WPS file that your bank accepts.

Do Dubai payroll services calculate gratuity and leave pay?

Most can, but it is often an add-on rather than part of the base fee. Gratuity and leave settlements follow the Labour Law, Federal Decree-Law No. 33 of 2021, for mainland staff. Ask the provider to list final settlements, leave pay and gratuity schedules in the agreement.

Does a payroll provider handle visas and Emirates ID renewals?

Not usually. Payroll and government transactions are separate services. Visa, Emirates ID and labour-card work sits with a PRO service. Some firms sell both, so ask whether the quote covers them. Never assume a payroll fee includes visa renewals. Get the split in writing.

Do small Dubai companies need a payroll service?

Not always, but the rules apply at any headcount. WPS, leave pay and gratuity are the same for a small team as for a large one. Many small companies buy payroll inside a bookkeeping package instead of separately. Choose the option that keeps salaries on time when the owner is away.
